Summary Statement
Senior Transportation Planners develop and/or coordinate the update of transportation plans, programs, and projects that implement or support implementation of the County Comprehensive Plan (including the Transportation and Growth Management elements). Senior Transportation Planners demonstrate a superior knowledge of the practice of transportation planning as well as community and regional planning. They act as project managers in the development and update of various transportation plans, programs, and projects. A Senior Transportation Planner’s superior knowledge of the practice of planning is applied to ongoing programs and projects that implement Lancaster County’s award winning planning program.

Essential Functions

  • Provide assistance to the Director for Transportation Planning in the update of the Lancaster County Transportation Plan and Transportation Improvement Program.
  • Lead the update process of the Long-Range Transportation Plan.
  • Aid in developing and maintaining the County’s Transportation Improvement Program.
  • Serve as lead coordinator/project manager for various transportation projects and studies.
  • Develop scopes of work for transportation studies.
  • Develop/update/maintain data bases relative to the transportation planning program.
  • Aid in setting up, convening, attending, and taking an active part in Lancaster County Transportation Coordinating Committee and related committee meetings.
  • Oversee the collection of transportation and transportation-related data
  • Conduct analysis of transportation and transportation-related data.
  • Develop estimates and projections of socio-economic data used in the transportation planning process.
  • Research, summarize, and communicate effective and innovative transportation planning techniques and improvement projects used elsewhere.
  • Communicate County transportation planning programs, studies and projects to a wide audience including co-workers, agencies/interest groups, county planning and transportation committees, county and municipal officials, and the public.
  • Perform other duties as required and assigned by the Director for Transportation Planning or Executive Director.

Education and Experience
This is a senior level position. A master’s degree in a planning or a closely related field and three years of experience or a bachelor’s degree in urban or regional planning or a closely related field plus a minimum five years of responsible experience in transportation or community planning are required. Certification by the American Institute of Certified Planners (AICP) is preferred.

Expected Competencies:

  • Advanced knowledge of transportation planning and land use planning is required.

Transportation Planner - Capital Programs
RESEARCH ANALYST II / JOB RECRUITMENT #06-07

JOB DESCRIPTION
This is a professional position responsible for support activities in the preparation of development and maintenance of the regional Transportation Improvement Program (TIP).

The Capital Programming Unit works with member agencies to create a new TIP each cycle (every year for NJ, every other year for PA). This will involve a considerable number of meetings and the preparation of support materials. Once a draft TIP has been developed, a 30-day public comment period is held. Comments and agency responses are summarized and provided to the Regional Transportation Committee, Regional Citizens Committee, and Board for consideration before final adoption of the TIP. Once the TIP is in place, there are requests for amendments and modifications through the monthly DVRPC meeting cycle.

Supervision may be exercised over technical, graphical and clerical personnel. Work is performed in accordance with broadly-defined objectives and professional standards and is subject to administrative and technical review by a senior professional.

RESPONSIBILITIES

  • Assist in development and maintenance of the PA and NJ TIPs. Tasks will include helping to maintain the TIP databases by updating current database records, including amendments and modifications and publishing to the website. Other tasks may include seeking input from state, county and transit operator representatives, screening new candidate projects, preparing various project listings and financial summaries, and assisting in preparing public documents.
  • Assist in conducting public outreach efforts to gather input to the TIP development process and comment on Draft TIPs, including development and maintenance of new public information database/inventory for transportation projects.
  • Assist in the TIP amendment and modification process. Tasks may include preparing materials for and explaining TIP requests to the RTC, RCC and Board.
  • Provide staff support to CMAQ, TE/HTS/SRS, and Local Scoping committees. Tasks may include preparing application and guidance materials, reviewing applications, coordinating emissions analysis for applications and preparing summaries, assisting in deliberations and formulation of recommendations to Board for projects to be funded under these programs, and preparing minutes of meetings.
  • Participate in public education efforts concerning the TIP as needed, including presentations to various groups, and providing technical assistance to member governments, the public, and other MPOs.
  • Perform related work as required.

QUALIFICATIONS

  • Considerable knowledge of the principles, practices, and objectives of transportation planning, and ability to relate this knowledge to the development of a regional transportation system.
  • Familiarity with federal requirements for a regional TIP.
  • Considerable experience with relational databases, database software (MS Access), and spreadsheet software (Excel), and the ability to conduct analyses and produce reports using such data management tools.
  • Considerable experience in word processing and document layout (WordPerfect), and Power Point.
  • Ability to present information effectively in oral, written, and graphic form.
  • Strict attention to detail and ability to proofread text and data.
  • Ability to establish and maintain effective working relationships with associates, planning and elected officials, and the general public.

MINIMUM EXPERIENCE AND TRAINING
THREE YEARS of professional experience in transportation or regional planning; and a bachelors and/or masters degree from an accredited college/university, with major course work in a discipline applicable to transportation planning or engineering; or an equivalent combination of experience and education.

JOB DESCRIPTION: This is statistical and transportation research and analysis work in the development of regional transportation system and its elements. The employee is responsible for conducting research and analysis work in transportation planning and traffic engineering. Assignments include the responsibility for the methodology, direction, and results of projects with a number of variables. The work involves the application of the full range of tools of statistical analysis and the principles and techniques of transportation planning and traffic analysis including computerized traffic, land use, and air quality modeling, using TRANPLAN, MOBILE6, ACCESS/EXCEL, ARCINFO, ARCVIEW, and other programs as required. RESPONSIBILITIES:

  • Assists in the development, calibration, validation, application, and documentation of socio-demographic transportation and land use forecasting methods, and prepare input data for simulation model validation.
  • Applies standard statistical data processing programs and techniques to tabulate census and travel survey data files, process information, and analyze the results. Tabulates travel simulation model outputs using GIS and tabular forms, compares results with actual current and historical data.
  • Develops and selects methodology for simulating individual highway and public transportation projects, including detailed specification of the problem, data to be analyzed, traffic assignment, planning for the interpretations and reporting of travel forecasts, and the development of conclusions and recommendations for project implementation.
  • Collects and organizes data on the functional and structural features of transportation systems; analyzes data and makes computations to determine traffic volume and travel time.
  • Prepares layout of traffic flow and travel desire maps; balances and adjust traffic counts; supervises technicians engaged in coding for traffic assignments and performs coding work.
  • Writes reports summarizing finding and recommendations, including text, tabulation, maps, charts, and other appropriate graphics, and presents results to technical committees and the public.
  • Performs related work as required.

QUALIFICATIONS:

  • Knowledge of the principles, practices and objectives of transportation and modeling from an academic and applied perspective, and ability to relate this knowledge to the development and analysis of a regional transportation system and its components.
  • Knowledge of the socioeconomic factors involved in transportation and regional planning.
  • Knowledge of standard statistical techniques and research methods of transportation planning and traffic engineering.
  • Knowledge of GIS computer programming, database design, and communications, word processing and spreadsheet software.
